The change of chamber rules blocks it simply by stating that on Wednesday and September 30 “they will not constitute a calendar day for the purposes of section 202 of the National Emergency Law.”

Before the vote, the Democrats scratched their republican colleagues for giving up their authority on trade matters.
“A vote for this rule is a vote for Trump’s rates,” said Representative Don Beyer (D-VA). “Anyone who claims to resume the authority of the Congress on commerce and tariffs must vote against this rule.”
“Republicans hide from taking a vote that would put them in the tariff registry,” said representative Suzan Delbene (D-Wash) on social networks. “They should be defending you, not turning Trump.”
The change of the rule still leaves the door open to the voting chamber potentially voting on other bills destined to be Trump’s power over tariffs, as through a discharge request, although that would require that several Republicans join the Democrats in what would be a fairly strong rebuke of the president.
Representative Gregory Meeks (DN.Y.) is the sponsor of a Chamber resolution to finish Trump’s emergency statement. Due to the change of rules, Meeks and other Democrats they cannot force it. Even if the Senate approves a similar resolution that kills the emergency of Trump, the legislators of the House of Representatives could not follow their example unless Johnson would like to do so.
