Trump Tries to Put Controversial Republican in Nonpartisan Position After Firing Predecessor
President Donald Trump’s pick for top watchdog at the Department of Health and Human Services is likely to have a major conflict of interest when it comes to abortion.
Thomas March Bell, a former Justice Department prosecutor who served in the first Trump administration, has worked for anti-abortion Republicans for decades and has deep ties to anti-abortion groups like Operation Rescue.
Still, Trump nominated Bell to be the next HHS inspector general, a historically nonpartisan role that oversees the billions of federal dollars used to run HHS programs. The inspector general ensures that all programs are run efficiently and is tasked with investigating any allegations of fraud or abuse.
Bell will most likely be confirmed during a Senate vote Wednesday morning. Trump fired the last HHS inspector general, along with more than a dozen other government watchdogs, earlier this year, prompting pushback from Senate Democrats who argument Bell’s nomination is illegal because Trump illegally fired the former HHS inspector general.
As HHS inspector general, Bell would be tasked with overseeing investigations into the Medicare and Medicaid programs, the latter being the nation’s largest funder of reproductive health services, the Center for Reproductive Rights. grades. This is particularly significant since Republicans recently floated adding more limits on the amount of Obamacare funds that can be used for abortion services. Similar to Trump Defunding Planned Parenthood Through Medicaid restrictions, adding abortion restrictions to the use of the ACA tax credit could amount to a backdoor ban on abortion for any American insured under Obamacare.
The HHS role would also make Bell responsible for vetting hospitals and verifying that organizations are following all federal protocols, including the Emergency Medical Treatment and Labor Act, or EMTALA, federal guidance that requires hospitals participating in Medicare to offer abortion services if necessary to stabilize a pregnant patient’s health while experiencing a medical emergency. The Trump administration repealed some EMTALA guidelines earlier this year, indicating that the administration does not support abortion care even in life-saving circumstances.
Bell has a long list of abortion advocates. He helped create the Division of Conscience and Religious Freedom while working for prominent Project 2025 author Roger Severino at the Office of Civil Rights during the first Trump administration. The HHS division created in 2018 used religious freedom as a weapon to weaken and restrict access to sexual and reproductive health services.
Most notably, Bell was the lead attorney for a highly controversial congressional investigation into Planned Parenthood in 2015. The select panel was chaired by Bell and chaired by then-Rep. Marsha Blackburn (R-Tenn.) to investigate accusations by anti-abortion activists that Planned Parenthood’s national network of clinics was selling fetal tissue scraps. After a 15-month investigation that cost $1.6 million in taxpayer money, the panel found no evidence of wrongdoing. Still, Republicans recommended that the federal government defund Planned Parenthood. Bell supposedly later saying that the goal of the investigation was to weaken the national reproductive health organization.
“Thomas Bell has made it clear that he wants to investigate abortion clinics and has even previously recused himself from some matters involving Planned Parenthood because he is too biased,” Sen. Elizabeth Warren (D-Mass) told News themezone. “Donald Trump and Republicans have been hell-bent on eliminating abortion access from day one; nominating Bell is the latest step in their dangerous anti-abortion agenda.”
Bell said he would not recuse himself from any abortion-related issues if confirmed as inspector general, according to Bell’s written responses to members of the Senate Finance Committee, which were shared with News themezone.

Bell later added that, if confirmed, he believes investigating abortion clinics is part of his job as HHS inspector general. “That’s exactly the kind of thing the inspector general needs to have the courage to do: follow the law and the facts even if they’re unpopular,” Bell said in response to a question from Sen. James Lankford (R-Okla.).
